옐런 의장은 지난 9월 연방 공개시장위원회(FOMC) 성명서를 통해 "노동시장이 좀 더 개선되면 인플레이션은 점차 2% 목표치를 향해 올라갈 것"이라고 말했다. 실업률 하락으로 연준이 목표로하는 연간 물가상승률 2% 달성은 시간문제라는 기본시각이 깔려있다.
옐렌의장은 영국 경제학자 필립스가 1958년 발표한 고전적 경제이론인 필립스곡선(phillips curve)이론에 신뢰를 두고있다. 필립스곡선은 '실업률과 임금상승률은 역의 상관관계에 있다는 점을 보여준다. 실업률이 떨어지면 노동자 품귀 현상이 발생해 임금인상과 물가 상승압력으로 이어진다는 논리다.
필립스 곡선은 실업률이 낮을 때에는 총수요가 높기때문에 경제 전체에 임금과 물가의 상승압력이 생겨 이러한 상충관계(trade off)가 드러나는 그래프가 그려진다는 것이다. 하지만 미국 현실은 실업률이 5.1% 선 까지 하락했지만 물가상승률은 바닥세다. 필립스곡선 유효성에 대해 대니얼 터룰로(Daniel K.Tarullo)와 라엘브레이너드(Lael Brainard)이사는 회의적읻 입장이다. 대니얼 터룰로 연준이사는 "필립스 곡선이 지난 10년간 경제 현실과 동 떨어진 채 움직이고 잇다"고 강조했다.
뉴욕타임즈가 지난 24일 " 10월 연방준비제도 기준금리 결정을 앞두고 60년 가까이 된 필립스 곡선을 얼마나 믿어야 하는가 물음을 던진 후 고용과 물가 상관관계가 잘 부합되지 않는 상황에 서 필립스 곡선은 연준을 잘못된 길로 인도할 수 있다'며 '필립스곡선'신뢰성에 대한 문제를 제기했다.
한편 WSJ은 미국 고용지표가 연준의 목표인 완전고용에 도달할 것을 확심시킴과 동시에 물가상승 또한 기대되면서 연준은 금년 기준금리 인상 방침을 유지할 것이라고 예상했다. 세인트루이스 연은 James Bullard 총재는 실업률이 완전고용 수준에 도달햇고 물가상승률 또한 목표치인 2%에 근접하여 기존의 연내 금리인상을 의견을 확인한 바 있고, 미니애폴리스 연은 Narayana Kocherlakota 총재는 연준의 물가안정과 완전고용의 이중적 책무를 강조하면서 2년래 물가상승률 목표치 2% 도달에 전념해야한다고 주장했다.

Next week, when Federal Reserve officials meet to decide whether to raise interest rates for the first time in nine years, one question will be front and center: How much faith should be placed in a line on a graph first drawn by a New Zealand economist nearly six decades ago, based on data on wages and employment in Britain dating to the 1860s?
That would be Phillips curve, one of the most important concepts in macroeconomics. It shows how inflation changes when unemplolyment changes and vice versa. The intuition is simple: When joblessness is low, employers have to pay ever higher wages to attract workers, which feeds tthrough into higher prices more broadly. And inflation is particularly prone to rise when the unemployment rate falls below the "natural rate" at which pretty much everybody who wants ajob either has one or can find one quickly.
As the Fed`s chairman, Janet L.Yellen. put itin a 2007 speech, the phillips curve "is a core ccomponent of every realistic macroeconomic model." Except it doesn't work.Or at least, it hasn`t worked very well in the last few decades in the United States. And it has proved partcularly probelematic to try to use that historical relationship to predict where inflation is going.
That is why a longstanding academic debateis now at the core of the Fd`s policy debate. Mr Yellen and many of her Fed colleagues have indicted that they think they should raise interst rates this year, in part because the Phillips curve suggedts there will be excesive inflation if they don`t, The empoloyment rate was 5.1 percent in september, just a smidgen above the 4.9% that Fed leaders belive is the appropriate jobless rate in the longer run.
In other words, if you believe in the traditional philips curve,inflation shouldbe taking offf any day now.
But this month, two Fed goveernors, Lael Brainard and Daniel K. Tarullo, argued against arate move. Mr.Brainard said that the Phillips curve relationship was "at best, very weak at moment."Mr Tarullo said that it was "probably wise not to be counting so much on past correlations, things like the Phillips curve, which haven`t been working effictly for 10 year s now."
It`s only a slight exaggeration to say that the Fed`s rate decision this year will be based on whether its leaders really believe that the Philips curve is useful in describing how the economy works in 2015....
